A web designer uses roughly the same software as an HTML coder. However, a web site designer might use Photoshop, QuarkXPress, Illustrator, or FreeHand to develop a prototype of the site, but leave the coding to the coders themselves.

It is still important for an upper-level web designer to have knowledge of HTML language and editing so that he or she is able to understand its limitations and supervise coders effectively.
